Experts needed to help with the revision of the European Standard EN 14059:2002 on Decorative oil lamps - Safety requirements and test methods

This European Standard specifies requirements and test methods for oil lamps used in households, in restaurants, in recreational facilities and in similar areas for decorative purposes and to create an atmospheric illumination. 

The standard does not apply to oil lamps for industrial purposes (e.g. securing of roadbuilding sites). The purpose of the standard is to minimise the risk of accidental poisoning of small children up to 3 years of age by limiting the accessibility to the lamp oil. This European standard was developed under the framework of M/259 (Consumer Safety Oil lamps) in support of the General Product Safety Directive (2001/95/EC).

 

CEN/TC 46 ‘Fireplaces for liquid fuels’ identified an urgent need to revise EN 14059 Decorative oil lamps - Safety requirements and test methods to protect consumers, especially children, to give manufacturers and sellers guidelines for producing/selling safe products.

 

Since the standard came out in 2002, the market has changed. Large numbers of lamp systems with non-refillable disposable cartridges are in use, which are not covered by the standard. The refillable decorative oil lamps and garden torches covered by the standard are still on the market as well. The current expert team has worked out a first proposal, already.

 

In addition, the REACH refers to EN 14059 in accordance to lamp oil H304, therefore the standard needs to be state of the art.

 

In order to cover all essential elements for this revision, CEN/TC 46 would like to welcome experts in the fields of:

  • Manufacturers
  • Sellers and Distributors
  • Test laboratories
  • Market Surveillance
  • Consumer organisations

With the knowledge of such experts, CEN/TC 46 hopes to provide with a complete and comprehensive standard for consumer safety.
