Open Call for Tender in the field of ‘Postal services’

Postal services are important players in Europe, both in terms of the turnover they generate and the large number of employees, and in terms of new consumption patterns, associated with the digital age, which represent on the one hand a challenge for the postal sector, and on the other hand opportunities, particularly in the parcel and express market.

For more than 15 years, the process of liberalising postal services in the European Union has been underway in order to make them more competitive and efficient.

 

Today, with the exception of the delivery of mail weighing less than 50 grams, all other postal services are open to competition. Due to the importance of postal services for economic prosperity, social cohesion and the well-being of citizens, the European Commission considers this area to be a priority and has established a legislative framework via Directive 97/67/EC. Its objective is to complete the internal market for postal services and ensure that all citizens of the European Union can have access to efficient, reliable and good quality postal services at affordable prices throughout the territory. One of the paths chosen by the European Commission is the harmonisation of existing and future normative documents, taking into account the interests of users, taking into account technological and digital developments, while considering sustainable development aspects.

 

Following the acceptance by the European Commission of a proposal from CEN, prepared by the CEN/TC 331 « Postal Service » Secretariat, funding is now available for establishing a team of paid experts to deliver Postal Services standards. The proposed Project plan is attached. The project plan describes in detail what is expected from the project team, the work plan and milestones and the expertise required for the execution of the task(s).

 

Applications should be submitted using the attached application form by April 04, 2025. Applications received after the deadline will not be taken into consideration.
